The Demonic Council is said to be the oldest group of Upper-level demons in the Underworld. It is said that they are Neutral in all of the demonic Affairs. They only interfere with the demonic realm only at certain instances—coronation, re-focusing, tribunal of Upper-level demons, and implementing the Tome of Conduct for all demonic beings. Their neutrality is said to extend as far as apathy, that sometimes their ‘absence’ is rumored to have been the group’s ultimate disbanding.
However, the resurfacing of Ekkur proved that the Council has survived up to this time.

The Demonic Council is a group of Upper-level demons who can match the Source himself. Their collective powers make them an ultimate force to reckon. However, their sworn neutrality is a proof that they can not battle it out for the Source’s seat.
The members of this group are handpicked by the first established Source of the Underworld. Because of the sudden unification in the Underworld, the first Source made it a point that there must be a unified code of conduct for all demons. However, this was merely a façade. What the Source wanted was to make sure that his reign will be undisrupted and unchallenged by those who are capable of seizing his throne.
Of the original Council, only Arrmareah has survived, but her longest stay in the group did not merit her to be the Council’s Convener. But she is held up in a higher degree than the others. Ekkur is said to be the Council’s Arbiter, and has joined up the group after the previous Dark Priest was slaughtered by the Titans. He is also regarded as the final vote in all the demonic discourses. Leviathan is the current Convener of the Council and joined up during the 42nd Source’s handpicking. Lilica is said to be the Council’s maiden, and is often laid back in all discourses. Together with Tyrstan, they always goof around and deviate from the issues by presenting personal ones. But, when Arrmareah reprimands both, they stop and become serious in their discussions. Jalaya is the Council’s Prosecutory, and is often in heated debates with Leviathan.
Hashim falls silent. He does not speak.
